CalHHS Announces $47 Million in Grants for Data Exchange Framework

Last week, the California Health & Human Services Agency (CalHHS) launched a $47 million grant program to support health and social service organizations in implementing the state Data Exchange Framework (DxF).

The funding for this program aims to help underserved health and service entities address operational and technical barriers to implementing the CalHHS Data Exchange Framework.

In November 2022, CalHHS launched an online portal allowing healthcare stakeholders to sign on to California’s first-ever HHS Data Sharing Agreement (DSA) ahead of a state-mandated deadline on January 31, 2023.

The DSA seeks to promote health equity and expand access to whole-person care by accelerating and expanding the exchange of health information among health care entities, government agencies, and social service programs in 2024.

According to the new announcement, California entities that signed the DSA can apply to receive direct support for DxF implementation, with financial assistance ranging from $15,000 to $50,000, or more via enhanced funding to entities serving underserved communities.

“The launch of this Grant Program is another important step in our continued, successful implementation of California’s Data Exchange Framework,” said Dr. Mark Ghaly, Secretary of the California Health & Human Services Agency. “A healthy California for all is only made possible if the health and social services entities that have signed the data sharing agreement properly implement the Data Exchange Framework.”

There will be two kinds of DSA Signatory Grants available. Technical Assistance (TA) grants will support a “build-your-own-solution” pathway, and Qualified Health Information Organization (QHIO) onboarding grants support an “assisted” pathway.
